The Ministry of the Environment is accepting grant applications for 2021–2022 as part of the research programme on threatened and deficiently known species and habitat types. The project applications must relate to research on species, species groups or habitat types where research can reveal findings applicable to the assessment of threatened species or habitats or to practical nature conservation.
Discretionary government grants in the administrative sector of the Ministry of the Environment promote positive social values and impacts for the Ministry, as well as the Ministry’s strategic objectives. The grants are paid under budget item 35.01.01 (Operating Expenditure of the Environmental Administration) of the Ministry of the Environment. Approximately EUR 2,000,000 has been set aside for the activities referred to in this Call for Applications for the years 2021 and 2022. Grants are allocated conditionally, provided that Parliament includes the appropriation in the budget. The projects require a self-financed contribution of at least 5%. The Ministry of the Environment does not award grants for economic activity. The grant must be used between 1 January 2021 and 31 December 2022, but the duration of the projects may be shorter.
Universities, colleges (“korkeakoulu”) or other similar research communities may apply for the grant. In the case of a consortium, the project must have one lead applicant. Cooperation with other actors is permissible and desirable. Grants are not awarded to private individuals or to central government accounting units, such as state research institutes (see, however, section 4.1.3).
The application period begins on 18 September 2020 and ends on 30 October 2020 at 16.15. Applications received after the deadline will not be processed.
Grant decisions will be made in December 2020. Applicants will be notified of the decision in writing.
Grants awarded by the Ministry of the Environment are discretionary. Discretionary government grants are governed by the Act on Discretionary Government Transfers (688/2001), which is applied to the grounds for granting government transfers as well as to granting, payment, use, control and recovery of grants and the related procedures. The grants referred to in this Call for Applications are awarded as special grants in accordance with the Act on Discretionary Government Transfers for projects outlined in the project applications.
